After looking through it, it really looks like Victoria shouldn't have been reported. She did not swear and she was defending Crystal Shinyheart throughout the whole process. Sometimes it takes a harsher tone to deal with people like this, and that's what Victoria was doing.

Other than that, yeah, those other two fairies deserve a punishment.
