I personally use MS Paint and a little bit of GIMP :p  MS Paint is an automatic program on your computer already if you use Windows. MS Paint may be considered a basic program since you can't do certain stuff there unlike on other programs like Paint Tool Sai (which I think you may have to pay for), but it's simple enough for me. I have made some beautiful things on MS Paint.. maybe. I'm insecure of my art, hahah. I mainly use GIMP for effects, and it's completely free to download. Art tablets are another thing that people use, since.. well, try drawing on some paper, then try drawing with a mouse. Exactly XD I wish I had a tablet xD  For now, I'll stick to using MS Paint and GIMP with a mouse to save money XP  I've gotten quite good with it over the years, but I'm still learning.
